Thawing the raised bed

I have a raised bed where I grow carrots, so it's 16" high. Problem is, after the Polar Vortex, the soil is still frozen a few inches down, and I want to be sowing the carrots now.

I have it covered with black landscape fabric, which is warming it some near the top, but when I dig down, it's frozen solid.

Any other suggestions to thaw this thing? All the snow mountains are melted and gone now.
