Help! Vegetable seedlings turning purple/falling over

I planted brussel sprout and broccoli seeds in jiffy pelets about 4 weeks ago and re-planted them into these bio degradeble pots about 10 days ago. They were doing great until 3 or 4 days ago I started noticing them falling over and turning purple. In the begining they were just under a 2ft T5 bulb, hung about 1-2 inches from the leaves and left on for about 20 hours a day. When I transplanted them I started putting them in a south facing window for about 8 hours and supplimenting the rest of the day with the T5. I've read that purple can be caused from a phosphorus deficiency but can that really happen at such a young age? Or maybe the south facing window doesn't get enough light? I have more pictures if needed, hopefully you can see the slight purple in the stem and underneith the leaf. Any help would be much appreciated!
