The city finally gave us permission to compost in the back yard, but of course, they had to add restrictions. I would love to hear your opinions on building a compost bin, or two, that meets city requirements and doesn't break my budget of about $20. Here is the city's list: "a tightly fitted lid," a capacity of no more than 64 cubic-feet and does not include any of these items: "burlap, tarp, vehicle tires, wire mesh, chicken wire, flexible fencing material of any kind or any substantially similar materials."

I'm hoping to avoid having to purchase some tiny plastic thing that can't turn stuff over and won't fit even a quarter of what I need to compost. Any ideas?

Find yourself some wooden pallets for free. You can take them apart and use the wood to build a compost bin if you don't like the look of the pallets as they are. You can even make the front side hinged (like a gate) for easy access and turning and you can make a tight-fitting lid that's hinged for easy adding of materials. 64 cubic feet would equal a bin 4 feet tall, wide, and high.

The requirements are sounding like they are driving you to get one of those store-bought containers. At least the fencing or chicken wire would be a reasonable building material for some, but that seems to be disallowed.

Buy a trash can for about $20 or less. The 32-gallons are around this price range but are much smaller than 64 cf.

But for a really free option, use the free pallets. Many or most are already 4x4 so you don't even have to worry much about measurements. Make a lid of some sort to fill in that first requirement but I think such a large bin isn't really good to have a lid.

Why not go over to the Composting forum here as they have FAQS about all the various types of containers you can buy and build already posted. Plus unlimited discussions about the advantages and disadvantages of many of them.
