Cold weather veggies - carrot, radish, lettuce and peas

Hi all - I've been reading some conflicting info... Is it a waste (of water/fertilizer etc) for me here in North San Diego county (about 7 miles inland, so not quite as warm as true inland, but not quite as cool as coastal) to plant carrots, radish, peas or lettuce from seeds? Will it be too hot for them before they can be harvested? Or can I do it if I keep them partially shaded in the afternoon? But then they won't get full sun... I'm so confused!
