Can peppers get tired?)

I have something strange going on with my bell pepper seedlings. Every morning they look normal, like on the top picture. But starting second half of the day(around 4 PM) they look like on bottom picture. They are not wilt as it may seems from the picture, they just push there leaves down for some reason, like they are tired.
They are under 6500K pretty bright light 14 hours a day and also near the south-east window, the temperature is moderate, 72-75F at night and never higher then 85 F during the day. They've been watered yesterday morning, and still dump enough even on top of the soil, so it is not related to dry soil. The watering seems have no effect on the pattern as well.
It almost feels like they have too much light and tired of it by the end of the day. Is it ever possible?
