Pepper plants don't grow

Hello!
I have an issue with my peppers:
I have started them from seed somewhere in February, and I kind of neglected them, they've stayed in a tiny seedling six pack tray from the nursery until beginning of May, when I transplanted them to the garden outside. A month passed and they stayed almost the same height and width as they were a month ago.. Is it some sort of a fungus? Or the plant is experiencing stress? They've just started flowering (only 1 flower opens per 3-4 days, and there are 5 peppers). Should I replace them with new seeds? (I can sow them directly into the ground now).
