Fertilizing with Dr. Earth dry for after Planting

My wife and I just moved in to a condo in Northern CA. When we moved in we had an idea to plant a vegetable garden in what was a dead space on the back patio. I have built it and planted all the vegetables but am now looking to fertilize as the veggies seem to have suffered from some transplant shock. I know very little about gardening but wanted to do a complete organic garden as it wasnt that much more expensive. I purchased Dr. Earth fertilizer in the dry form and now have no idea what to do. Would I be better suited purchasing the liquid form at this point? Should I fertilize every 2 weeks? I am really just looking for any advice on how to make sure this thing produces a lot of veggies to eat. Thank you in advance for the advice.
