Too late for parsnips? -- OR remedy for too much rain

We have had so much rain here in southwestern Pennsylvania, that it has been a struggle to plant things in a timely manner. The ground has been too wet. So I planted 3/4 of the garden in the drier times, but missed the chance to plant parsnips, cucumbers, and summer squash. Supposedly it is too late to plant these for our zone, Or is it??

The second question is, what are your options for planting seeds or plants when the ground is too wet? Can you cover the ground with a tarp if rain is expected, so that you can keep it dry for planting-in the next day?? Any other suggestions?
