Snap peas not growing.... could walnut tree be culprit?

I have a raised bed that is about 25 feet away from a walnut tree. I put it in 4 years ago. Every other year, I've grown Amish sugar snap peas (very tall) without any problems. This year I thought I'd try a Dwarf Gray Sugar variety so I didn't have to mess with such a high pea trellis. Well, I planted them over a month ago and none are much taller than a couple of inches. Many are completely stunted. Could it be the walnut tree? I've heard they cause problems but since I've had success in the past I'm not sure that's it. It's a fairly shady bed, not sure that has anything to do with it.

Things I have grown without trouble in that bed in past years:
Lettuce
Spinach
French Breakfast Radishes (no luck with globe varieties)
Kale
Calendula
Broccoli
Parsley
Amish Sugar Snap Peas

This year my peas (and my kale) seem very stunted. Am I just working with a bad batch of seeds maybe? Other ideas?
