Should purchased sweet potato slips have leaves?

I cleared out a garden bed earlier than I expected this year and decided it would be a fine place for my first attempt at sweet potatoes. Because I wanted them in quick, I decided to go ahead and order a set of slips (Georgia Jet) from Burpees, rather than starting them on my own.

I planted them about 10 days ago. The set was supposed to contain 12 slips, but only 8 of them had any leaves. The other four were just little 2-3 inch pieces of root. I went ahead and planted everything, but so far only the ones that had leaves have started to perk up. I'm wondering if I should contact Burpee and request replacements for the four with no leaves. Will they grow eventually? I've never planted sweet potatoes before, so I'm not sure exactly what I should have gotten in my set of slips.

I have no problem just giving them more time if it's likely that the four little pieces of root will eventually take off. But if they probably won't I'd rather get replacements sooner rather than later. Thoughts?
