straw mulch and flea beetles

Yesterday I mulched my garden with straw that was baled but overwintered in a dry spot. Today I went out and all the straw, everywhere, different parts of the garden was thick with flea beetles. I only noticed because I saw them on a previously untouched eggplant. Do you all think they were in the straw or in the garden? I have read that mulches deter them. I removed the infested straw, but am I too late? I know plants can survive mild damage but have I made an infestation or brought one to light? I don't post much but you all usually have great advice.
