help with transplanting pepper plants!

NOTE: When I say this I am NOT asking about repotting leggy pepper plants into a bigger container to give them more room until they're ready to be transplanted out (that is they're not starter plants that are still in the process of being grown to plant out). These are pepper plants that are ready to be transplanted outside, have been hardened off, and will be put in the ground/containers outside.

Some of the starter plants I have with pepper plants are leggy.

I Know if you have leggy tomato plants, you can just bury the leggy part of the plant, and it will form more roots if you bury the leggy portion.

Can I do the same thing with transplanting these leggy pepper plants?
