That's a lot. I only have 180 so far. I tried doing some searching last night on Garlic diseases, and the descriptions almost match what my Garlic has, but not really. All it does is has some sort of spots on the outer coating, and the stem is soft. There is no fuzz on the Garlic, so I don't think it's white rot. So I'm not sure what it could be.

The best thing I ever did was to leave the 6 biggest garlic plants in the ground over a second winter. ( I have a small garden.) Each plant produced 4 to 6 huge bulbs, each bulb with 6 cloves. That was a thrill to dig up! This year all the garlic was perfect...no disease.

I live in garlic country. We have the world's biggest Garlic Festival in Saugerties, NY with about 40,000 people. Garlic fudge and garlic ice cream are two of my favorite festival foods. You can buy so many kinds of garlic there, too, for planting.

No, I live in a rain forest. It is pretty rainy most of the Winter and Spring. I wonder if a row cover would work during the Winter and Spring when I am getting lots of rain?

The row cover would likely cause more problems due to lack of air circulation.

Garlic doesn't seem to mind lots of rain throughout the winter/spring. I'm in Western Oregon where it comes down similar to in BC and we can get heavy rains all the way into late June some years.
It's right around harvest time (beginning of July) that the rain causes the most problems for me. If I dig the garlic when it's wet, there's often surface discoloring and some of the neck rot issues you're talking about.

As I can't control the weather, the best i've been able to minimize the problem is hang the garlic in small bunches and keep a fan on them right after harvest to get them drying fast.
