They are offsets from the mother bulb. You can eat them, or replant them to make more bulbs, but since they are small they take an extra season, or two complete years, to make a full-sized head of elephant garlic. If you replant them, next year at this time you will usually get just one large clove.

You have some cloves to plant for more elephant garlic! In one year you will have one large head per clove planted. If you wait until the second year, the head will have mulitple cloves.

OK, thanks for the info. Is there a great benefit to planting these offsets. I see it tying up a space in the garden. Are the heads superior quality using this method?

No, there isn't any real "benefit" to it, other than the fact that it's a bunch of "free" starts. BOTOH, it does take an extra growing season versus planting a large mature clove.
