What is happening to my veggies? :(

HI all. Kevin here. This is my first time here and I thank you in advance for any advice you can give me. I started vegetable gardening a few years ago. I use 3'x6' raised beds. I always had a fair amount of success with them. Two years ago I had that part of my garden landscaped. The landscaper put down heavy black plastic to cut down on weeds. However, he did not put down that plastic under the raised beds. Since the landscaping, I have noticed that my veggies are not growing nearly as well. Fewer sprout, and often when they do, they stop growing. Collards, favas, beans and peas all used to grow well but now they don't. Also, my potatoes don't grow as well either. I have amended the soil repeatedly with compost (full of worms) and manure, and I've even bought extra worms. So far nothing has helped. Should have have my soil tested? How does one do that? Is it expensive?

Any advice would be greatly appreciated. Thanks in advance.
