The disease issue applies only if one uses diseased seed potatoes. The primary concern is Late Blight which can over-winter on potato tissue so using uncertified seed potatoes is NOT recommended IF you had Late Blight issues the previous year.

But usually any carry over potato seeds would have rotted by now if they were diseased so many plant their own seed potatoes.

But yes, it is late for planting now. It isn't so much the DTM till season's end but the soil temps. Potatoes require cooler spring soils for best production. Hot soils will grow plants but few to no potatoes develop.

Best bet IMO is to the use/eat the the ones in storage that are sprouting and plan to use some from the current growing crop or buy new ones at the proper spring planting time.
