Bonemeal and fert burn?

I have already fertilized my vegetable garden with a slow release 12 4 8 about one month ago. After I fertilized some of my plans got fertilizer burn I'm sure it's because I made the mixture too strong and followed the instructions incorrectly. Now my soil is very rich with nitrogen but I believe it is low on phosphorus because my morning glories are not blooming and my other plants are not fruiting and blooming as well as I would like to see them. Do you think adding a 4 10 0 bonemeal will increase the nitrogen levels to a point where my plants with suffer after a month of heavy watering and completely recovered plants?
