Doesn't matter - looks unruly, won't affect bulb production as long as all other factors are good. If the appearance bothers you, just stake them up.

They're supposed to fall over and start to die back when the are close to being ready to harvest.

If the leaves are still green then they have a while to go yet. If the leaves are yellowing that means they are getting close to harvest. My garlic is always ready to harvest in July (my softnecks are very close, hardnecks take a little longer). Never had it fall over though. If you want to see how your bulb is developing, you can gently pull the soil away from plant next to the stem and look at the bulb.

Thanks guys! I'll check it in the next couple of days. I did notice some die back just in the tips of the outside leaves. I'm more nervous about my husband with the weedwacker around the beds :) Hopefully they will be ready soon!

It would be great if you could post a picture. Is there a chance a gopher got into it? That could explain why it fell over. Hopefully not!

I harvested a volunteer head of elephant garlic last week. This is the time that you would generally harvest garlic in my zone. In the heat of July when 3 to 4 sets of leaves have dried out.

Each dead leaf set is one layer of "paper" around the garlic. You could pick them early if you plan to eat them soon but if you want to store them you need to let this develop as it preserves the garlic.
