When do you plant fall bunching onions?

I'd like to plant a fall crop of bunching onions to use throughout the winter. My first killing frost is generally around mid October. When would you recommend putting the seeds in the ground for my zone? (7a, Shenandoah Valley, Virginia) I'm thinking early August might be about right but will it be too hot for good germination?

I start seeds twice during the summer. I set out the first ones after potatoes, for eating in fall, and will start a second run soon for growing under cover through the winter. The seedlings grow fast and strong outdoors, nothing like the slow growth you see when starting onions indoors in late winter.
