When do you plant fall bunching onions?

I'd like to plant a fall crop of bunching onions to use throughout the winter. My first killing frost is generally around mid October. When would you recommend putting the seeds in the ground for my zone? (7a, Shenandoah Valley, Virginia) I'm thinking early August might be about right but will it be too hot for good germination?
