Possible disease in carots/fennel/dill?

I notice that some carrot seedlings are turning brown. Also similar problem with some dill and fennel seedlings. It looks also like what I think is damping off disease in some, with pinched off roots.

I started renting here 4 months ago and began gardening this Spring. My impression is that the main problem is the clay soil, and I'm thinking that is probably to culprit here but curious to hear thoughts.

hate to make excuses and back out, but don't have decent camera and don't want to take time to borrow/fiddle with software for this issue.
