Rust spots on bell peppers and yellow leaves

I've started a vegetable garden for the first time this year. I'm staying organic and seem to be having success with all my plants except the bell peppers. They haven't grown much since I planted them Memorial weekend. The leaves have little rust spots on them and the lower leaves are yellow and fall off. Some leaves even curl inward. They are planted in a new bed that has nice mixture of loom and manure. I've fertilized with organic fish fertilizer. I've also spray with Safer 3 in 1 (fungicide, mitcide, and insecide) every 7-10 days. I've heard that peppers don't like too much so I try to make sure I don't over water, but we've had tons of rain lately and it's been hot and humid in zone 6 New England. Thankfully the new growth seems to be green. Any suggestions as to what might be wrong? I see no bugs, beetles, or worms on them.
