Is it ok to plant garlic (they were home grown) but have been sitting in my fridge (not freezer) for a few weeks Or should I buy new bulbs from the garden center

You can plant the garlic you have in the fridge. (Although I'm not sure why you have it refrigerated as garlic doesn't need it.)

Too early to plant your garlic. Plant when you would plant daffodil bulbs.

Plant around October 1st for zone 5
