Planting Early? Strategy?

Hi,

So I'm in southern CA bordering on the desert and it's still really hot here. I sprouted seeds last month thinking it would cool down a bit by now and I could put transplants in but it's still super hot and the plants are big and really need to be planted. So far I've only put green beans in. Will the below stuff still work under a shade cloth?

cabbage
lettuce
brassicas
kale
peas

Also, can the root crops be put in while it is still warm?

I'm thinking it won't cool off till mid October this year. We are having a late and hot summer.
