too late for cauliflower to produce?

Hi all,

I am growing cauliflower for the first time this year. We have two plants of Purple of Sicily in our raised beds. The plants themselves are pretty big, maybe 2 feet tall with lots of big leaves. However, I see no evidence of a head forming in the center of either but more new leaves. Having never grown cauliflower before, I don't have any sense of when the head should form. At this point in the year in Minneapolis, MN, should I give up hope on having cauliflower if they are not forming heads yet? Any opinions would be welcomed!
