Something is eating my bell peppers

Something is eating small holes into my bell peppers and I have not been able to figure out what it is. The plants themselves are left untouched, it is only the actual peppers that are being attacked. Any ideas?

There are two worms that that attack peppers. Most prevalent is Helicoverpa zea ( corn earworm, tomato fruit worm) . Also possible is Zonosemata electa ( pepper maggot) The first can be controlled with Bt. The maggot is best controlled by good sanitation practices, like removal of all damged peppers and keeping the area free of horsenettle

Grasshoppers, stink bugs or slugs would be my guess.

I'm up in southern ontario and have also just realized my entire crop is infested with these paper maggots. Does anyone know how to control this for next year I heard that they live in the soil until next year... I'm wondering if there is a way to treat the soil before I plant the peppers other than crop rotation.
