No it isn't compost in the normal sense of the word as it has only one ingredient - wood. It is basically wood humus (rotted wood) and its nutrient value is minimal. It won't hurt anything but it won't do much positive either.

Please keep in mind the even compost, true compost, contains low levels of nutrients and require an active soil food web to make them useful to the plants. So compost is primarily a soil amendment, not a "fertilizer".

That's strange stuff. I guess before I put that on my plants, I might like to think about what that tree died from. For example, fungal blight detritus is not something I'd want to spread around on my veggies.

You might want to let it "age" for a year or two, maybe in a real compost pile.

i'd be careful, because there is a good a chance that disease caused that tree to die. I would leave it be.
