Killing all those buggers!!!

I recently pulled up my neglected vegetable garden which was overrun by pests and full of weeds. Now I'm planting a fall garden and I don't want it to be desecrated by pests. My mulch that I used was about an inch of pine straw so the weeds weren't too bad but I'm worried that if I reuse this pine straw that the pests will either infect my fall garden or lie in wait until I replant my spring/summer garden (employing crop rotation of course). Still I'm wondering what should I do about that? I plan on burning everything once it dries out enough for me to do so. But I wanna know if I do this is there any way I could use the charred debris in my garden? Thanks in advance - Solomon
