Cabbage

I recently planted about 20 cabbage plants. About half of them look fine. The others seem to be growing up rather than out. The half doing fine are rounding out like a head will be produced close to or on the ground. The others have a stem 6 to 8 inches off the ground. Then the leaves begin. Is there anything I can do to reverse this, such as cut them to the ground and let them start over, or should I remove them and buy new ones. What causes this to happen?
