Count cover crop as part of rotation

If I put out a cover crop fall or spring, how do I count the crop rotation? I usually use legumes, field peas, buckwheat, and fava beans. I have also used daikon, and hakuri turnips that got to large to eat. I only have a rototiller to incorporate, so taller crops seem impractical to me.

So, if I put field peas on the spring broccoli bed do the peas count as a "rotation" or should I avoid brassica there next year?

No that doesn't count... won't do anything for pests or pathogens overwintering in the soil.
