Row covers for summer use

After the disaster we had with broccoli and Brussels sprouts in the head of late summer I'm pulling my hair out and looking for some advice please. Can shade fabric be used with row cover? What I've heard is that once the air temps get to around 75-80 (depending on the crop) the row cover should be removed or the plants will be cooked. But, just having shade cloth just seemed to invite the critters in for a feast. Can they be used together or is there something else that needs to be done to combat the combined punch of insects and heat when you're trying to get a fall garden with late summer heat?
