Why is the Locust Borer hanging around?

One evening I came across Mr. Locust Borer and thought at first glance it was a yellow jacket but at a closer look I found out it wasn't. Googled it and found its name. It likes to hang around my marigolds and the darn horseradish plant that someone else planted (that thing has been a pain in the butt). Being in a community garden seems to bring in all sorts of pests I've never dealt with before. I read that this insect's larvae loves the locust and will destroy it. There isn't that tree around so I am trying to figure out why these are in my garden? Will they do any damage? I found 2 in one of my pepper plants. TIA!

The adults are pollen eaters. Goldenrod is preferred, but will feed on other flower pollen in a pinch.
