Watering 4" pots

I have around 15 pots inside my home under CFL. Each pot has approx. 4-5 seedlings of either tomatoes, cucumbers and peppers. Recently I also placed a fan to blow gentle winds. Now because of this constant air flow the soil surface becomes too dry - such that it gets a bit hard. I know underneath there is quite a bit of moisture but then I worry may be the roots are not big enough to get the water from very below. Therefore I mist some water on the pots soil surface as soon as I feel it is dry. It is just a little bit enough to blacken the surface with moisture and to make the surface a bit soft.

Is this going to be detrimental to the growth of my seedlings?
