Something is eating my purple tree collards

Hello!
I'm trying to figure out what is making the holes in my purple tree collards. Sometimes there are holes also on the edge of the leaves. At first I thought snails, but the holes can be very tiny, too. I enclosed the area at the base with copper to keep out any snails if any, but this did not make a difference. I don't see any bugs. Do you have any ideas? The leaves look great otherwise so I wonder if it's ok to eat them, holes et all? -Amy
