Picture is rather out of focus.

My two guesses are either a slime mold or a young cluster of bird's nest fungus. Neither of which is dangerous to plants, pets, people or wildlife.

Perhaps you could try for an image with better focus.

We thought it could've been fungus gnats eggs we've noticed they've really started to mulitply recently we went through and got rid of any infected soil and gave them all fresh soils and pots it started to effect our tomatoes aswell

As said previously, I doubt they're important or damaging.

They are definitely NOT fungus gnat eggs. If you have fungus gnats, the soil (or is it potting mix?) is far too wet. The sort of condition which can stimulate proliferation of both my previous suggestions.

Its soil the stuff comes dark like that we had just got done feeding the plants so it was wet from that
