What is this on my plants?

Had some cukes and pulled them up after they stopped producing and became covered with aphids and mealy bugs. Then planted some lettuce and suddenly more cukes began to grow. Suddenly something else started laying eggs everywhere. What are these? Are they harmful? My garden this year has been bombarded by pests. Trying to be organic or at least pesticide free. They are making my life difficult!

they look like flee beetles.

If they are flea beetles, they should jump. Do they?

They remind me of spidermite destroyer, a very small lady beetle. To little detail to know for certain -- need a closer view.

Looks like Rpost has lost his way, bah! My first thought was that the black specks are spore packets from one of the artillery fungi species. They don't look like an insect to me and the op described them as "eggs"....signifying that they don't move around and are stuck to the leaves.

Sorry, been out of the loop for a few days. The black spots seem like eggs to me. They do not move and the area where they are usually ends up with holes at some point. I have not seen any caterpillars or anything blatantly chomping away. Only see those black spots everywhere. They are showing up on my strawberries now and that is not good!

Looks like cabbage worm poop.

Have you figured this out yet? I have the EXACT same thing! I'm in Austin and got a new cedar fence put in next to my raised garden beds last fall. Shortly after the fence went up, a 15 foot area was covered by these tiny little hard things from the picture, with the greatest infestation closer to the ground/garden. They soon covered my plants in the area and the plants ended up dying. They're not moist at all, and hard to the touch, so it doesn't sound like cabbage beetle. I tried spraying them with soap, but no change. Even now they're still there.

Artillery fungus spores as rhizo said above.
