Red Cabbage Taste

I love the strong peppery taste of red cabbage and use it in salads almost daily.
The last two heads of red cabbage I have purchased, however, one at a grocery store and one at a farmer's market, had no taste at all! Zero, none.
My sister thinks the cabbage were exposed to frost, but the heads themselves showed no damage.
Does anyone what causes completely bland red cabbage and how I can avoid picking up bland cabbage in the future?
I can't find anything about this on the internet. Thanks!
