A Pepper Disease?

Last growing season we had a problem with our peppers. The tops of the peppers around the stem end had a brownish, rough surface. The peppers were otherwise usable, but not salable. The leaves were likewise distorted. I looked around at various sites to try to find what this is, but came up empty. Thanks for your help.

Strangely it affected some plants but not others. The plant either had it, or didn't have it. Even plants of the same variety right next to each other, one had it, the other didn't. If it were apples, I would say they had russet at the top. It affected sweet peppers as well as hot. Thanks.
