I think you can still plant garlic. As long as the ground is not solid frozen you can plant garlic just like tulips etc. The purpose is for the bulbs to grow and establish roots and then take off when the spring comes. The difference between early and late planting(like now) should be in harvest time. Maybe the bulbs size be also different.

Ditto on Seysonn's comments - plant it. I wasn't able to plant garlic here until November one year, and that crop did as well the following year as crops planted in early October. As long as your soil is not frozen, you should be able to plant.

And a third for planting now or as soon as you get a thaw, if your ground is currently hard.

I am in N Cal too, and just put the last of mine in earthboxes. Top soil of the ones I'd already planted was frozen solid! This is my first garlic in earth boxes, but they grow garlic in places even colder than this, so I'm hopeful.

Here in W. Oregon we're experiencing the same arctic-like conditions. The weather is breaking tomorrow and after reading this thread I am going to replant my skips as soon as the ground thaws. Thanks! I thought it was too late for that.

to me..."skips" are where things are planted and they never emerged.

I bought some garlic for seed at the farmer's market and it looks like one whole head did not "germinate" or take root. I have a relatively small bed of garlic planted in a grid and it is obvious where the "skips" are. I will use some of my own and plant it and see what happens.

The weather was supposed to moderate, but this morning it is still VERY cold out there

Planting garlic right now is fine I think, but you might not get to see any sprouts until spring time when the tulips and daffodils come up. But your skips will make roots. EXCEPT, we get a very warm rest of DEC and JAN.

I live in Iowa, and I planted garlic in February of last year, and I had a decent crop. They weren't big bulbs, but I just used some organic garlic I bought at Trader Joe's.
