Suggestions for retaining wall (perennials)

I am completely new to landscaping. See attached picture of my front yard. I am going to rip out all the weeds and stuff in that small curved retaining wall that is right in front of the fence. What should I put there that is low maintenance? It gets morning sun only, and I would prefer colorful bushes/shrubs that would maintain themselves.

Not really sure of your planting zone, but hydrangea would seem to be a good solution.
