Evergreen flowering compact shrubs

I'm looking for suggestions. My front garden (we moved in a couple of years ago) is lovely with lots of perennials and a whole lot of knockout roses. My problem is that in the winter everything dies back and I've got lots of mulch.

I would like to put in 2-3 compact evergreen shrubs that flower at lease once during the year (don't care when).
The spot gets full to partial sun most of the day, we are in Zone 7 (middle TN).

I was thinking about some kind of Gardenia bush, there seem to be a couple of smaller ones. Or possibly Abelia, or Indian Hawthorn. I love the look of the Gardenia leaves, but it seems that most of them are on the larger side. I want to put this in front of the knock-outs as a lower layer.

If anyone else has some suggestions that would great.
