Flowery, fragrant shrub

We need to plant a shrub near the steps that lead to our front door. Any suggestions for something attractive? I guess it should be an evergreen that flowers and is fragrant, and something we can keep down in height to about 3 feet or so. This is for zone 6, in north NJ. Thx.

    Philadelphus virginalis 'Glacier' or 'Dwarf Minnesota Snowflake'.

    Good question for the Shrubs Forum.

    But those are not evergreen. Maybe one of the newer, dwarfer abelias would keep enough leaves most years to satisfy. Not strongly fragrant, but there is some.
