How High Curbing?

I am in the process of doing curbing for a new lawn. The curbing will have an edge to run the lawn mower wheels on when cutting. My question is should the edge of the curbing (where the lawn mower wheel runs) be at the same height as the dirt, or 1" above? I will have the yard hydro seeded.

I have tried "googling" for an answer but I guess I am not using very good wording?

I would put 1" above. Turf generally raises over time. Some kinds of grass swell a lot and some a little.
