total gardening newbie needs help!!

We just bought our first home and have a lovely back yard...but we want more living space outside. THe yard is terraced...so the 1st level is tiled and the second has a few stepping stones and flowers the top level is weeds and a few bushes/trees and a layer of those woodchip thingys. I dug up a little the other day and its about 2 inches or so of chips and then the layer of plastic cover.. The top level i want to clear and put down tiles or something similar and maybe sod? So we can put a chairs and tables up there? I have NEVER done any design but am looking forward to learning! ANY & ALL ideas are GREATLY appreciated.

It's probably not tiles you want but paving stones or flagstone. I'm thinking that you should figure out if your terrace walls are up to holding whatever you choose to put up there; you don't want your creation sliding down the hill.

I'm also thinking that you will need to get a book about doing patios before you get started; you'll need to figure out how deep to go when you remove the wood chips and landscape fabric or plastic.
