Removing part of retaining wall to put in steps

Hi,

My wife teaches piano lessons and most people park in the street on a side where we have a retaining wall. I want to remove a section of this wall and replace it with a couple of steps. Unfortunately, the wall is glued together with some kind of adhesive. I don't want to ruin the original block if possible so that I can rebuild that section of the wall if the city complains.

I have a couple of questions:

1. What is the best way to remove the blocks without damaging them given the adhesive?

2. What is the best tool to cut the blocks? I have a 4" grinder that I've never used, maybe I could get a cutting wheel for that?
