Need ideas for landscaping tough area

I have an area that is basically a runoff area of both me and my neighbor's yard (see pic). I built a retaining wall there but would like some ideas on what to landscape or hardscape there. Preferably low maintenance and not expensive. Any help would be greatly appreciated. Thanks.
