Landscaping Around Utilities

I have an utility area with transformer (4'x4x3'), cable and phone boxes. I'm somehow tired of trimming around the boxes. So I'm thinking of making a flower bed around this area. It is going to be about 10' diameter circle. So what plants should I plant?

The plants should be herbaceous, low to medium height, drought tolerant and low maintenance. Most of the annuals can be good, but they should stay inside the bed and should not spread seeds onto the lawn. I'm mostly familiar with marigold.

For perennials, hard dividing should be avoided. So no daffodils and daylilies. Year-around interest is preferred. So meadow-type plants are good, such as black-eyed susans, etc....

More ideas?
