I am in ca and have not had a problem with shipping either coming or going out of ca.

I have mailed several, several plants & seeds & cuttings into California. No one at any of the post offices around me have said anything about me shipping there, & the recipients have not notified me of any issues they have had or warned me before hand.

I could be wrong, but I believe the quarantines apply mainly to citrus trees (even seedlings), but not to other types of trees or perennials. All of the citrus-growing states--California, Arizona, Florida, Texas and possibly others--are understandably paranoid about citrus pests and diseases being imported into their state from another citrus-growing state. Therefore don't allow any shipments of live plants, either from commercial growers or amateurs. This restriction doesn't apply to citrus seeds as far as I know--only to the live plants.

Thanks for the input. Yeah, citrus pests were specifically mentioned when I asked on the Rose forum.

Unfortunately, I did have a box that was confiscated in a quarantine. It was last year. The only way that I found out was I checked my del. conf. number when my box never arrived for my trade. Thank heavens I sent first, so I didn't rec. something that I couldn't reciprocate. CA has specially trained plant sniffing dogs at central processing hubs for the post office. When I mentioned this to my local post office they had no idea about any of if. I was out my swap and my postage. I took this as a 'live and learn' lesson.

Oh, and we were swapping iris. They are washed, trimmed and dried. Not even wrapped. Still confiscated. :(

Come across a crazy enough post master, like I did once, & you can have trouble just mailing seeds :P
