That's very cute! I've been trying to think of perennials that will stay small enough to do this with. How about succulents? Or I have some smaller bulbs that would be cute. Maybe some pink flowering oxalis (oxalis articulata)? or rain lillies (zephyrantes)? You could do the rain lillies with a low growing sedum under them (sedum ogon). I'd be willing to send you some bulbs and sedum cuttings for postage.

I have dwarf snapdragons which, I believe, are perennials (at least, it's their second year in my pot :) Mixed colors.

Rain lilies would work! What color do you have? I've only seen pink & white. I've never had any luck with oxalis or snap dragons :/ the heat & humidity maybe?

How about dwarf gaillardia in your pots? They are drought tolerant. Not sure how they do in humidity. I don't have any dwarf or I'd offer to send you some. They bloom all season, though, and that's good for your project.
How about coltsfoot?
I also like dragon's blood sedum. It could trail out and over, hanging down a bit.

I have seen these done with sedum and hens and chickens, both of which looked pretty awesome :-)
