how can you tell if a duckling's wings are clipped

we found two ducks walking around our backyard in the italian countryside today. They are little (about 4/5 inches long) and have not feathers but there wings look clipped. We are sort of hoping that they aren't but how can we tell for sure? How long should they be?

Young duks have short wings compared to the size of the body. Cant imagine they would be clipped ~~ or why they would be??
