Gosling removing hatching fuzz

I am caring for a gosling that has been abandoned by our breeding pair of geese. He/She is about 3-4 weeks old. We have been caring for him for about two weeks and we have noticed in the past couple of days that he dips his beak in water and starts to "pluck" the fuzz from his right side above and below his wing. Is this normal so his feathers can come in? The area is not red or bleeding. It just looks like he has been plucking/preaning that area and it looks a bit like he is molting but he's doing it himself. Is this something we should be concerned about? Any advice or reassurance would be appreciated. Thank you!
